Residential average by territory, 2024. Salt River Project carries half the corridor, Electrical District No. 3 a third and Arizona Public Service the rest; a fourth territory holds a single square kilometre at 16.93¢. Territories without a usable rate stay unpriced rather than guessed. The wholesale exclusion is deliberate: the federal marketer's territory spans the region, but its rate is one no retail site actually pays — carrying it would be the single most misleading number on the map.

Every value carries a confidence rating that falls when a number was broadcast from a coarser unit than the tile — the dossier states it per variable, per tile.

Measured, deliberately not scored: ECI — the residential ¢/kWh of the utility that actually serves the tile. It is reported beside the Index and never blended into it, because the right power price for a data center and for a grain dryer are not the same number, and a weight would decide that for you. The residential rate is the one class every utility files on the same basis, which is what makes two territories comparable.

What this sheet does not claim

The ground scored here is a rectangle of about 5,200 km² from Mesa and Chandler south to Casa Grande — the growth corridor, not the whole of Maricopa and Pinal counties; the rates above are measured across the corridor's territories. Water scarcity in the desert Southwest is expressed through the measured water-resource variable — Arcanium does not adjudicate water rights, and says so in every dossier it produces here.

Growth is where mispricing hides. Quote the corridor before the market reads it.
